Rationale of the Program

The Universal Health Care (UHC) Act (RA 11223) requires the creation of Province-wide and City-wide Health Systems (P/CWHS) and Health Care Provider Networks (HCPNs) to promote coordinated health service delivery.

The Universal Health Care (UHC) Act introduces a major reform in the health system: establishment of healthcare provider networks (HCPNs) within provincially and city wide integrated local health systems.

In response, the Department of Health (DOH) introduced guidelines for service delivery design and local health system integration. Additionally, PhilHealth released new policies concerning HCPN contracting and financing reforms. HCPN will be rolled out in qualified UHC Integration Sites, guided by the Local Health Systems Maturity Level (LHS ML) report.
